W. Henry Lambright is Professor of Public Administration, International Affairs, and Political Science and Director of the Science and Technology Policy Program at the Maxwell School of Citizenship and Public Affairs at Syracuse University. Ann L. Fruhling is an Associate Professor at the Peter Kiewit Institute, College of Information Science and Technology, the University of Nebraska–Omaha (UNO). She teaches core courses for the Management Information Systems graduate program. In 2007, she received the UNO Alumni Outstanding Teaching Award. Dr. Fruhling is a member of the Association for Information Systems (AIS) and serves on the Executive Board of the AIS IT in Healthcare Special Interest Group. In addition, she is a research scholar for Northrop Grumman on the C2SES project located at the U.S. Strategic Command.

is an Assistant Professor of strategic management in the Department of Management,College of Business, Iowa State University. Professor DeMarie earned his Ph.D. degree from Arizona State University, Tempe. He also earned an M.B.A. degree from the University of Nevada Las Vegas and a B.S. degree in accountancy from Northern Arizona University, Flagstaff. His current research focuses on the effects of new technologies on competition and the workplace, including the emerging phenomena of virtual organizations, virtual teamwork, and e-commerce.

James Rice, Jr. joined MIT in 1995 as the Director of the MIT Integrated Supply Chain Management (ISCM) Program, a collaborative research program with industry partners. As Director of the ISCM Program, he serves sponsoring companies by conducting research in supply chain management, facilitating collaboration among the sponsors at quarterly best practice sharing events, and funding supply chain research across MIT. Rice currently teaches the "Supply Chain Context" course in MIT's Master of Engineering in Logistics academic program.

Since the late 1950s, after the Russians launched Sputnik to the surprise of America, the federal government has promoted the development of a national workforce skilled in the sciences as a national security priority. But the government also invests in developing similar skills for the federal workforce, given the hundreds of thousands of scientists, engineers, computer specialists, and doctors its employs.
