John Scanlon

A noted management coach and facilitator with more than 30 years? experience in developing leadership and effective organizational structures, John Scanlon works with executive teams in strategic transition. A partner in JSEA management services firm, his clients range from large companies to government and non-profit organizations such as the U.S. Postal Service and the Bureau of Primary Health Care. He is currently an advisor to the Director of the Bureau of Primary Health Care providing assistance to the team that developed the National Campaign for 100% Access/0 Disparities.

Over the past decade much work has been done on defining leaders and examining the distinctions among leaders, management and administration. This study examines an innovative approach to leading as a discipline and a method. It describes the Bureau of Primary Health Care's management effort from 1998 to 2001 to transform the health care system at the community level throughout America. The Health Resources and Services Administration (HSRA) within the Department of Health and Human Services organized the 100% Access & 0 Disparities Campaign.

From 1968 to 1980, Scanlon worked in the Urban Institute's Program Evaluation Group, developing methods for assessing organizational management and information systems to evaluate large programs. Since 1980, Scanlon has coached managers to develop their leadership stories and skills and help them create organizational vehicles to achieve their vision and goals. He is a founding principal of the Council for Excellence in Government, where he has developed a series of conferences showcasing reform benchmarks and helped design The Business Solutions in the Public Interest Award for breakthroughs in procurement (www.excelgov.org). He has a Ph.D. in applied mathematics and chemical engineering from Rensselaer Polytechnic Institute.
