Elizabeth Davies is a Research Associate at the Urban Institute’s Metropolitan Housing & Communities Policy Center and Justice Policy Center. Her research has focused on issues surrounding prisoner reentry, public housing, and intergovernmental partnerships.

Dr. Keon S. Chi was the editor-in-chief of The Book of the States, a premier reference book on American state governments published annually by The Council of State Governments (CSG). Dr. Chi passed away in a tragic automobile accident on January 9, 2008. At the time of his death, he was also serving as the director of the newly created National Center for State Governance Transformation. After joining CSG in 1981, Dr.

Richard Schwester is a senior research associate for the National Center for Public Productivity and a doctoral student in the Graduate Department of Public Administration, Rutgers University-Newark. Schwester received his B.A. from The Johns Hopkins University and his M.A. from Rutgers University-Newark, both in political science.

Julie Atkins, M.A is a research associate at the Muskie School of Public Service at the University of Southern Maine. She brings 15 years of experience in research, evaluation, and the provision of technical assistance on issues affecting children, youth, and families. Ms Atkins has worked closely with executive leadership in state and tribal child welfare agencies, helping to enhance management, training, and data systems. Building organizational capacity through effective implementation and the use of data to improve outcomes is one of her focus areas.
