The federal government spends about $500 billion a year on goods and services. More than half of this amount is for goods and services common across federal agencies, such as training, overnight delivery services, copier machines, and travel services. However, these common items are often purchased individually by more than 3,300 buying offices and over 40,000 contracting officers. As a result, the federal government does not leverage its buying power as a large customer, and vendors are constantly bidding on redundant work.
Delivering results on key national challenges inevitably involve multiple stakeholders and delivery partners, whether it involves the environment, transportation, healthcare, or social services. These are areas where systems are decentralized and the target population is diffuse. Coordination across policy areas like these has never been easy – or so important.
In many states, a new governor has just been elected—in 2018, 17 current governors did not run for reelection in November, while 36 states held gubernatorial elections. Next comes the hard work for governors and their teams of delivering results for citizens. Yet, gubernatorial teams have a short span of time in preparing to take the reins in their state capitals.
Every day, U.S. government entities interact with millions of citizens to execute their core missions.

Congress passed legislation in late 2016—The Program Management Improvement Accountability Act (PMIAA)—to establish standards, define competencies, and conduct progress reviews that improve program and project management at a government-wide and agency level.
The increased use of technologies such as social media, the Internet of Things, mobility, and cloud computing by government agencies has extended the sources of potential cyber risk faced by those agencies.
Based on validated evidence, the author offers recommendations on how to make charter schools more effective in pioneering and disseminating innovations to produce widespread gains in educational achievement.
