  • The Necessity of Government Digital Service. From across the pond comes this blog post by Carl Haggerty, "Does local government need a local government digital service?"  Though the post (as its name implies) focuses squarely on local government, the lessons are applicable to all levels of government, and the answer to the title's question, as one would guess, is a ringing affirmative.
  • Foursquare and Flickr, for Example. Moving into that digital space is still a novelty for some agencies, but with each new initiative comes lessons learned and repeatable programs.  GSA's new blog has a post about the National Archive's use of Foursquare and a training session to for other agencies who want to try their hand at the tool.  The Smithsonian, meanwhile, is asking people to help identify unnamed women scientists in their Flickr feed.
  • Listening, As Well As Talking. I've called it "inward information flow," but it's street name is just "listening."  And on NextGov, Richard Hartman details three reasons why every government agency should be listening to social media channels to the conversations about the issues they cover.

    But

  • Citizen Participation Is No Silver Bullet.  Responding to issues raised in two articles novelty citizen participation in government and journalism, I argued that citizen participation should be embraced cautiously.  I would share this scholarly article from 2007, "Citizen Involvement Efforts and Bureaucratic Responsiveness," in which the authors interviewed government managers tasked with implementing citizen participation initiatives and found that:
    . . . “Citizens don’t have time” was cited as the number one obstacle [to engagement], with 71 percent of the respondents placing it on their top 5 list. Approximately 61 percent of the respondents placed “citizens promote their own agenda” on their top 5 list. A slight majority chose “citizens don’t trust government” (54%), “inadequate government-citizen communication” (53%), and “participation objectives poorly defined” (51%), on the top 5 list. “Citizens don’t have expertise” (48%) and “agencies don’t have enough financial resources” (46%) are also important concerns.   • White House Releases Ethics Data.  A new government website provides downloadable federal data from different sources that will allow users to slice and dice it in different ways:  data from White House visitors’ records, Federal Election Commission data on campaign contributions, congressional lobbyist disclosure forms, and Office of Government Ethics list of federal employees whose travel expenses were paid for by outside groups.  Some coding required, batteries not included.
  • Administrative Flexibility:  an OMB Status Report.  Last week, the Office of Management and Budget released a status report on how federal agencies are responding to President Obama’s February 2011 memo (and OMB’s subsequent guidance memo) directing agencies to eliminate and streamline administrative processes, especially as they relate to grants to states and localities.  The status report provides a useful list of examples of streamlining underway.
  • CommonGood Serializes “America the Fixable” articles.  The non-profit CommonGood has begun serializing articles in the Atlantic magazine, from a number of authors around the theme of streamlining government.  The series began with CommonGood’s chair, Philip K. Howard, and continues with pieces by others along the ideological spectrum.  Here are the initial articles:

  • Streamlining Defense Health Care.  The Defense Department has been criticized by GAO and others for allowing each military service to operate their own health care systems.  According to DOD, its health care costs have soared from $19 billion in 2001 to $53 billion today.  After six decades of study – and an impending budget crunch – DOD has released a proposal for unifying the various medical systems under a new approach that could save hundreds of millions of dollars.
  • New Explanatory Report on Government Performance Law.  The Congressional Research Service has published a new report, “Changes to the Government Performance and Results Act (GPRA): Overview of the New Framework of Products and Processes.”  It also includes a number of oversight issues Congress should keep in mind as agencies implement the new law’s requirements over the next couple of years.
